IL - Anti Crop & Dock Bill

(Cross-posted with permission. If it happens in IL, it will move on to other states, as will happen with all the other bad legislation - limits on how many intact dogs you can have, MSN, BSL etc So don't think it doesn't concern you...it's come, if we don't get this stuff stopped. Sue)

IL is now facing yet another AR-motivated bill, Senate Bill 0139, which amends the IL Humane Care for Animals Act. Under this bill, docking and cropping could only be performed by a licensed vet AND for "medical reasons only". The probable interpretation of this I believe is that PREVENTIVE cropping/docking will be made illegal. (Preventive cropping/docking is still very much allowed under the new AVMA guidelines.) Also obviously illegal would be if an owner/breeder docks (or bands) his own puppies' tails (many docked breed breeders "do their own", typically between 3 - 5 days of age.) This would be a CLASS 3 Felony synonomous with torture!  Of course, this follows closely the AVMA policy change where docking or cropping for cosmetic reasons only would be discouraged. (My understanding is the AVMA guidelines are not binding on vets.) I also believe if enacted SB 0139 would be aimed against docked/cropped breeds in dog shows (owners may be forced to bring proof of when their dog was docked, and if after the law, who did it, since there is no exemption made for out-of-state visitors), as well as current owners of working/sporting breeds with docked tails who live here - heaven help those of us who live here who own a docked dog!

Do any of you who own cropped or docked breeds know if your Clubs have taken some sort of action to try to preserve the traditional crop and/or dock in the breed standard? I do know that the Dobe parent club did take a stand on this issue and passed a resolutaion upholding their traditional breed standard shortly after the AVMA policy change was announced. Any other clubs take action? Also does anyone know of a coalition of docked/cropped breeds currently in the US that you can steer me to? I'm hoping that clubs of docked/cropped breeds will be able to unite to fight in any state where such a bill is introduced.
