Spay/ Neuter Laws To Be Enforced

VARIOUS LOCATIONS—Per a law signed by Mayor Villaraigosa, all dogs and cats over four months of age in the City of Los Angeles will be required to be spayed or neutered. The law will apply to the greater Los Angeles area.

The law has been effective since April, but residents were given a grace period until October 1, after which time the law will be enforced through a graduated series of sanctions. On the first violation, owners will be given a notice to comply within 60 days and given information regarding spay and neuter services. If after 60 days there is non-compliance, it shall be deemed a second violation and the owner will have to pay $100 or perform eight hours of community service. A third violation will require the owner to pay $500 or perform 40 hours of community service. Any further violations may result in a misdemeanor charge.

A dog or cat is exempt if he or she is a breed approved by, and registered with, a registry or association approved by the Animal Services Commission, has earned, or is in the process of earning, a special title (e.g., agility or herding), is used as or in training to be a guide, signal, or service dog, is certified by a letter from a licensed veterinarian to be temporarily or permanently deferred due to age or health, has a valid breeding permit issued to the owner pursuant to existing city ordinance, or is an intact dog with a license from the city.

The law was passed as part of an effort to decrease the number of pets abandoned and euthanized each year.
